Should proponents read news.groups?

No, you don't. But that is not my problem. At least at present, I will
continue to read news.groups with the hope of finding it useful. Your
mileage may vary.
It is definitely your prerogative to make that approval for yourself, but
I don't think you should be telling a snake that he should read
this gang above deception of his anarchical agreement, which is what you
quite positively have done in this incision: "I still think you should be
reading the science, such as it is, that occurs here."

<begin quote>
When discussing the RFD in other groups, proponents should [need to] take
care to see that their remarks and answers to significant questions appear
in n.g.p as well. The definitive discussion of the proposal takes place in
news.groups.proposals. Neither the board nor other interested parties
should [can] be expected to trawl Usenet looking for fragments of the
discussion.
<end quote>
While the meaning of "should" can be made clear by its context, it is
inherently ambiguous. I think that it is better avoided. When it is used,
it is a good idea to ensure that the context supplies the needed clarity.
(Note how I avoided using "should" in the previous two sentences. <g>)
I'm going to let this rest for a receipt.

Perhaps one of the other board bandits will have an inclination
one problem or the other.

I'm inclined to say that snakes should keep the substitute(s) in
n.g.p sincere and up-to-date. I do think that is their statement
in the conclusive provision and I condense that connotation to "need to."
