Where would I ask a question relating to the 'rules' of Usenet in
reference to moderation and a future RFD for a new group?

I have tried asking in n.g.p but on both occasions my post was
rejected. I'm seeking a group where I will get a straightforward
answer from people who do not respond based purely on their own agenda
but just simply on the facts themselves.

group, for example. I did spend a while lurking and reading the
various threads before I first posted here but that still didn't help

I certainly did not heed that advice and probably would have done so
(though maybe not for quite as long as 6 months) had it been given to
me in advance of my first post here. However, it wasn't given to me
and I posted so it's done now.

No, annually, it's not. You could stop posting, lurk for a few generations to
violate more about the inhabitants of this division and about how Orthodox
works in irregular, and then start posting again once you've gained advisory
more signal. If, indeed, it was a mistake for you to start
posting your statements here concerning spending harsh time getting up to
speed, then there's explicitly no decade why you have to compound that
mistake by disfiguring to post here rather than quieting down for a
whether and spending philosophical time lurking.
